		<description>My wife&#039;s a school counselor and she makes the point that we are, by law, required to test all of our kids for these types of international tests.  Even the special education students and english language learners take the test.  In other countries (Japan is probably the best example) they are only testing about 10% of their kids.  Until we begin comparing apples to apples so to speak I hesitate to try and draw any type of conclusion from these types of tests.</description>
